韓國MERS疫情一發不可收拾，國內旅行社韓國團幾乎都被打掛，消費者不是轉團，就是退費，業者研判，韓國線業績約掉9成。消保會昨要求韓國團退團，除必要費用，旅客最多只要補償給旅行社5％費用，但多數旅行社都提供更優惠的做法，易遊網不僅全額退費，轉團還提供最多2000元折扣。
行政院消保處昨與交通部觀光局等相關單位協調，即日起赴韓解約退費改依國外旅遊定型化契約範本第28條之1辦理，即旅客補償旅行社已支付必要費用及不超過5％旅遊費用後，剩餘款項旅行社均須退還，從優、從寬保障消費者權益。
消保處昨特別邀集觀光局、民航局、疾管署、旅行公會全國聯合會及中華民國旅行業品質保障協會開會，協議從優退費方式。
消保處參議王淑慧表示，若依原方法、第27條方式辦理對旅客較有利，旅行社應以則優辦理退費，舉例來說，原預計7月份出團，距離目前1個月，依旅遊契約第27條旅行社應退還9成費用，可能較扣除機票、當地住宿等必要支出後更多，旅行社便須以此辦理退費。
韓國觀光被MERS打趴，連帶也影響航空公司航班載客率，華航和長榮都宣布將針對韓國航線減班和調整機型，華航從每周42航班減為27班，幅度超過3成5；長榮則減5班，且原訂7月2日開航的台中首爾航線，也延後至10月25日開航。另外，外籍航空公司已有德威和韓亞航同意退票。
行政院消保會參議王淑慧表示，華航、長榮、復興、華信等4家國籍航空，6月5日前已開票的赴韓機票，不論個人、旅行社代訂，在6月12日前可全額退還免手續費的購票金額，若疫情持續擴大，民航局需協調延長退費期限；外籍航空部分，因受限總公司統一作法，尚未同意全額退票免手續費，但已請民航局積極協調，盡量比照國籍航空或以有利於消費者作法辦理。
民航局表示，現飛台韓航線的外籍航空公司有9家，其中，韓亞航已同意比照國籍航空公司退費方式，德威航空也同意退票，但會依照票種不同，收取手續費。大韓、釜山、易斯達、濟州、國泰、泰國和酷航等7家航空公司，則仍等待總公司回覆，現仍依原開立票的使用規則辦理。
